Elston was educated in Plant City public schools and the University of Florida, and served in the Air Force 1953-56. After returning to Plant City in 1956, Elston was active with Sertoma and the Masonic Lodge and was president of the local Shriners. He was president of the Plant City Jaycees and also served as a director with the state and national Jaycees organizations.

He was appointed to the advisory board of the nascent Hillsborough Junior College and then served on the board of trustees. He later was elected chairman of the Hillsborough Community College Board of Trustees. He served on the city commission in 1967 and 1968.

In 1986 the civic clubs of the greater Plant City area named Elston as Outstanding Citizen of the Year.

More than 90 people enjoyed lunch and cards at an annual fundraiser by the GFWC Woman's Club for Plant City's favorite causes.

The participants paid $20, which included a meal and cards and other games. Marilyn Day, who helped with the event, said the club took in more than $2,100, although she wasn't sure how much the organization cleared after expenses.

The money raised by the annual card party went to the club scholarship fund and projects to benefit the community. The club has held the parties for a number of years.

The event, held on Valentine's Day, was organized by club First Vice President Peggy Hyde. Betty Astin, Barbara Miller and others planned and prepared the food, and Mary Jane Parolini and Kitty Wallace made gift baskets. Esther Ziegler was in charge of the 50-50 drawing.
