Authorities have arrested a man who beat another man last month with a chain, the Pinellas County Sheriff's Office said.
Phosy Kongmanichanh, 29, was arrested Wednesday night and charged with aggravated battery, the sheriff's office said.
Last month, Kongmanichanh became angry with James Federighi because he made racial slurs toward him as he passed though the neighborhood on his scooter, the sheriff's office said.
Kongmanichanh got off the scooter, pulled out a dog chain and began to strike Federighi, the sheriff's office. He continued striking Federighi after he fell to the control.
Kongmanichanh then left the scene. Federighi, 61, of St. Petersburg, sustained serious injury to his head.
Kongmanichanh met with the sheriff's office Wednesday. He admitted to the crimes and was charged with aggravated battery, deputies said.
