Palm Harbor counselor faces sex, theft charges

CLEARWATER — A 65-year-old mental health counselor was arrested Wednesday on charges he had sex with one of his clients and stole from another.

Richard W. Fedora, 2510 Gulfbreeze Circle, Palm Harbor, faces one count of sexual misconduct by a psychotherapist and one count of grand theft. He was being held at the Pinellas County Jail on $12,000 bail.

The woman client was receiving behavioral counseling from Fedora at the St. Petersburg Behavioral Health Center in Tarpon Springs when Fedora developed a relationship with her beginning in October or November, arrest affidavits state. The two had sex on Jan. 22, the affidavits state.

Fedora was also the mental health specialist for an inpatient at Windmoor Health Care in Clearwater, affidavits say. He used a man’s debit card to buy cigarettes for him, then kept the card and continued using it for himself after he delivered the cigarettes, the affidavits state.

Fedora has been fired from St. Petersburg Behavioral Center, the affidavits state.
