Port Richey man accused of impregnating teenage neighbor

A 43-year-old Port Richey man was arrested in Tennessee after he impregnated a teenage neighbor he called the love of his life, according to the Pasco Sheriff’s Office.

Steven Phillip Ballow, 7711 Sue Ellen Drive, was arrested in Knox County, Tenn. and extradited to Pasco County where he was taken into custody Tuesday night and charged with lewd and lascivious battery and aggravated stalking of child under 16, deputies said.

Ballow began having a regular sexual relationship with the then-12-year-old girl in February 2010 at his home, according to an arrest report.

The girl told investigators she knew the relationship was wrong, but Ballow encouraged her to continue. When she attempted to end the relationship, she said he threatened to kill himself.

The girl became pregnant in March 2012 and gave birth to a child in December.

Ballow, according to deputies, said he knew she was 13 or 14 when they were having sex.

Ballow remains in the Land O’ Lakes Jail with a bond of $20,000.
