Tampa man faces charges in attempted sexual assault, exposure

A 28-year-old man is jailed after Hillsborough County deputies said he threatened to rape a woman and exposed himself in Valrico, and detectives are looking for other victims.

Thomas E. Foss, of 11685 Round Table Way, Tampa, faces charges of attempted sexual battery, burglary of an occupied conveyance and exposure of sexual organ.

About 3 a.m. Tuesday, Foss exposed himself and threatened to rape a woman who was waiting in her disabled car for a tow truck at the Walgreens lot at Bloomingdale Avenue and Bell Shoals Road, according to the Hillsborough County Sheriff’s Office.

The woman screamed, got her phone and told Foss she was “calling her husband and the cops,” the sheriff’s office said. Foss fled in a red 1996 Dodge Ram 1500 pickup.

Deputies later spotted Foss’ pickup at the Hess station at Bloomingdale and Lithia Pinecrest Road, according to the sheriff’s office.

As deputies approached, the station’s female clerk was walking back to the store with Foss, who had asked her to help with his truck and the water, the sheriff’s office said.

He is being held in the Hillsborough County Jail with no bond.

Detectives are looking at three other cases this week where women reported a man looking like Foss and driving a red pickup truck followed them and at times asked if they would engage in sexual acts.

Hillsborough detectives are also working with the University of South Florida Police Department, which is investigating a similar case.

Foss has multiple arrests in Hillsborough including one with Tampa police in February 2013 when he was arrested for exposure of sexual organs to a woman, according to the sheriff’s office.

Detectives believe there might be other victims of Foss and are asking anyone who has information on his activities to contact the sheriff’s office at (813) 247-8200
