Man arrested in 2007 Pasco gang-related slaying

New Port Richey police say a gang member who shot and killed the member of a rival gang in 2007 has been arrested.

Police say on Jan. 4, 2007, Ramon Perez-Velez, now 27, recruited and organized fellow Latin King members to retaliate against the Valentine Bloods, specifically James Andre Paulin, a k a “JAP.”

Paulin’s body was found late that night at 6632 Celeste Lane, shot in the back.

Investigators learned the killing was in retaliation over a Latin Kings’ child being attacked and battered by the Valentine Bloods, police said.

The case was reopened last year, and leads followed up by New Port Richey police detectives, with the aid of the Pinellas/Pasco State Attorney’s Office, helped build a case against Perez-Velez, whose nicknames included “King Blade” and “Satelete.”

Perez-Velez was arrested this afternoon in Spring Hill on a charge of second-degree murder.
