According to an affidavit, a deputy was conducting surveillance at 3721 Stokes Drive, which was the site of previous drug arrests. The deputy said he recognized Orser as he leaving the house, having dealt with him in the past.

Another deputy stopped the car Orser was driving nearby, and Orser's license was found to be invalid. During an interview, Orser admitted he had gone to the house to purchase drugs and had injected the pain reliever Dilaudid while he was there, the affidavid said.

A 2-year-old girl found in the back seat was in the charge of passenger Valdez, who is Orser's girlfriend. The girl's mother was arrested this month for dealing in stolen property, according to the affidavit.

Orser was charged with child abuse and driving while license was suspended with knowledge. Bail was set at $120.

Valdez was charged with child abuse and permitting an unauthorized person to drive. Her bail was also set at $120.
