A 71-year-old man was arrested Tuesday at Sand Key Park after police said he groped a teenager who has cerebral palsy and was visiting with his family from Germany.
Robert Eugene Mullins, a former Largo resident who lives in Gettysburg, Pa., faces a charge of lewd and lascivious battery of a disabled person, Clearwater police said.
The boy, who speaks little English, was approached by Mullins on the Sand Key beach after the teen’s father left the area with his other son, police said.
Police said Mullins rubbed tanning oil on the teen’s body, including his genital area. Mullins stopped when witnesses saw what was happening, police said.
The boy’s father returned and contacted authorities.
Mullins was arrested at 2 p.m. and was being held at the Pinellas County Jail with bail set at $10,000.
On June 19, Mullins was arrested by Pinellas County deputies on a warrant of failing to appear in a misdemeanor case involving a charge of driving under the influence, jail records show. Mullins, who lived in Largo at the time, was released on bail the following day, jail records show.
