A: The general manager does, but it’s not as simple as it sounds. If the coach is adamant that he doesn’t like or won’t use a particular player that the GM likes, the GM has a tough call to make. He can hold on to the player and hope the coach comes around or he can bag it and just move the guy. Both scenarios have occurred with the Bucs and with almost every other pro sports team. If you saw the move “Money Ball,’’ about Oakland A’s GM Billy Beane, you saw a few examples of how it can be for a GM when the coach or manager don’t agree with him on what a player’s value is. You also saw how GM tend to handle those situations.
